Coastal Commission Rejects Navy Broadway Complex

The California Coastal Commission voted Wednesday to reject plans to redevelop the Navy headquarters property Downtown, saying that significant changes had taken place since 1991, when the concept was approved. The Navy and developer Doug Manchester want to tear down the white, four-block-long building that sits between North Harbor Drive and Pacific Highway and replace it with a mixed-use complex featuring military offices, commercial space and a hotel. The commission’s staff recommended that the project be declared inconsistent with California Coastal Development Program provisions that protect waterfront views. The San Diego Military Advisory Council complained that the commission appeared to give little or no consideration to the positive economic benefits noted in a study of the project that it had commissioned. The study indicated that on average 5,300 new jobs would be created, over $25 million dollars in various tax revenues would be generated, and over $850 million dollars in total economic output would be added to the San Diego region.

Naval Hospital Camp Pendleton is Topped Out

Clark Construction Group LLC and McCarthy Building Companies Inc. have topped out the 500,000-square-foot, $394 million Naval Hospital construction project at Camp Pendleton, a facility scheduled to be completed in early 2014. The new multi-level hospital will include 54 patient rooms accommodating up to 60 beds, ancillary departments, emergency care, primary care, specialty care clinics and support facilities for non-ambulatory patients who require stays longer than 24 hours. Construction also will include a central utilities plant, a 1,500-space, multi-level parking structure.

According to the builders, more than $223 million in contracts — or 77 percent of all contract awards — have been given to small business enterprises. Service-disabled, veteran-owned businesses have been awarded more than $157 million in contracts on the project. The Clark/McCarthy team said it is exceeding the Navy’s original small business participation goals of 45 percent by more than $100 million.

Navy Medicine West is the sponsor of the hospital, representing the Navy Bureau of Medicine and Surgery, and NAVFAC Southwest is managing the project.  HKS Architects Inc.  of  Los Angeles is the project architect. Additional project partners include KPFF Consulting Engineers, San Diego; TMAD Taylor and Gaines, San Diego; Flores Lund Consultants, San Diego; and The EcoLogic Studio, San Diego. Subcontractors include F J Willert, San Diego; CMC Rebar, San Diego; Bomel Construction, San Diego; Comm Steel, Cleveland; Schuff Steel Co., San Diego; Anning-Johnson, City of Industry; International Iron, San Diego; Monaco Mechanical, Los Angeles; RPM, San Diego; Bergelectric, San Diego; and G&C, Los Angeles.

Mission Federal to Pay Members for Using Its Debit Card

Before Bank of America and the other big banks decided to scrap their plan to charge monthly fees for debit card use, Mission Federal Credit Union was devising a system to pay their members for using its debit cards. As part of its 50th anniversary celebration, Mission Federal announced a special holiday offer in which for the months of November and December and through year-end, it intends to pay and reward customers 25 cents each time they use their debit card up to $5 per month. As an additional bonus, Mission Fed customers can also refer a friend to open an account and both the existing and new credit union customers will receive $50 by meeting certain program requirements. “What’s not to like about that?” said Neville Billimoria, senior vice president and chief advocacy officer at Mission Federal.

Shred Your Bank Debit Card and Get a Shot at a Prize

San Diego County Credit Union will offer prizes to new customers who open a checking account on Saturday and shred their debit card from a big bank. It’s part of Bank Transfer Day, an industrywide promotion. New and existing customers who open a new checking account will be invited to upload a photograph of themselves shredding their big bank debit card on SDCCU’s Facebook page (www.facebook.com/SDCCUCommunity). The contest runs through Nov. 30. The top prize is $1,000. Five other prizes of $100 Visa gift cards also will be awarded. “We are encouraging all local big bank customers to make the switch to San Diego County Credit Union where we still offer free checking accounts with eStatements and free debit cards,” said Teresa Halleck, SDCCU president and CEO.

Embarcadero and Coronado First Banks Merger Approved

The merger of Embarcadero Bank and Coronado First Bank has been approved by the California Department of Financial Institutions and the Federal Deposit Insurance Corp. Embarcadero Coronado First are required to wait until at least Nov. 15 before closing the merger in order to allow the Department of Justice to file any objection it may have to the merger under federal antitrust laws.

Cubic Subsidiary Receives $19.5 Million Training Contract

Cubic Worldwide Technical Services Inc., a subsidiary of Cubic Corp., has been awarded a $19.8 million contract to provide a variety of training and support services to the Marine Corps Aviation Training System program. The contract covers a base year with four option years and has a potential value of $106 million. It was awarded by the Naval Air Systems Command, which provides support for aircraft and airborne weapons and training systems for the Navy and Marine Corps. Under the contract, Cubic personnel will provide classroom and simulator flight training, weapons and tactics instruction and simulator operations and maintenance support at seven bases: Marine Corps air stations in Yuma, Ariz.; New River and Cherry Point, North Carolina; Beaufort, South Carolina; the Camp Pendleton and Miramar air stations in San Diego County; and the Marine Corps Base Hawaii in Kaneohe Bay..The contract encompasses 68 flight simulators that represent all of the air platforms flown by the Marine Corps.

Sunday Nowell Joins Mutual of Omaha Bank

Sunday Nowell has joined Mutual of Omaha Bank as a community bank manager in San Diego. Nowell will oversee all operations and business development at the bank’s Torrey Hills location at 3580 Carmel Mountain Road. Nowell has more than 20 years of experience in the financial services industry, including management positions at several San Diego banks. She earned her bachelor’s degree from San Diego State University.
