San Diego’s Largest Affordable Housing
Development Going Up in Mission Valley
Chelsea Investment Corp. has broken ground on the largest new affordable housing development in San Diego — called a “transformational project” by one and described by another as a building that will “challenge the stigma of what affordable housing is.”
A total of 306 units will be built along Friars Road in the Civita master-planned community in Mission Valley.
Teaming with Sudberry Properties — the master-developer of Civita — Chelsea’s $137.5 million affordable housing complex, designed by architectural firm KTGY, consists of two buildings:
• 203 affordable apartments for families at Stylus, where two- and three-bedroom units offer 770 and 1,040 square feet. Rents are anticipated to start at $965 per month for qualified households, which represents a 50 percent discount to market.
• 103 affordable apartments for seniors at Siena, where one- and two-bedroom units offer 540 and 783 square feet. Rents are expected to range from $500 per month for qualified households, which represents a 70 percent discount to market.
During a ceremonial groundbreaking held last week, lender Sonia Rahm of Citi Community Capital called Stylus and Siena a “transformational project” and Chelsea project manager Jodi Rothery said the building will “challenge the stigma of what affordable housing is.”
Stylus and Siena are the centerpiece of Sudberry’s first mixed-use retail development in Civita, which will be anchored by LA Fitness and includes 37,000 square feet of ground-floor retail space, seven floors of affordable apartments and three levels of subterranean parking. Completion is expected in mid-2020.
The addition of Stylus and Siena will bring the total number of affordable apartments in Civita to 456. Chelsea was also the developer of Civita’s first phase of affordable housing, a building of 150 affordable apartments for seniors that opened in March 2015.
Siena and Stylus were developed with a combination of 9 percent and 4 percent low income housing tax credits from the California Tax Credit Allocation Committee, bonds issued by the San Diego Housing Commission, Affordable Housing Program funding provided by Federal Home Loan Bank-San Francisco and City National Bank, and funding from Torrey Pines Bank.

San Diegans Appointed to Statewide
Complete Count Census Committee
San Diegans Christopher Wilson, 51, and Tom K. Wong, 36, have been appointed to the newly created Complete Count Census Committee, a 25-member statewide panel of community members that will guide California’s outreach for the 2020 federal census. The committee was created by Gov. Jerry Brown.
Christopher Wilson, appointed by Senate President pro Tempore Toni G. Atkins, has been an associate director at Alliance San Diego since 2015, where he was a director of civic engagement from 2010 to 2015. He was principal consultant at CRW Enterprises from 2006 to 2010, general manager at KeytoChange Publishing Inc. from 2003 to 2006 and an independent consultant at Jones and Associates Consulting Inc. from 2002 to 2009. Wilson was a senior field service engineer at ITT Gilfillan from 1992 to 1999 and an air traffic control RADAR technician for the U.S. Marine Corps from 1985 to 1992.
Tom K. Wong has been an associate professor at the University of California, San Diego since 2017, where he served as an assistant professor from 2012 to 2016. He served as an adviser to the White House Initiative on Asian Americans and Pacific Islanders in 2016. Wong is a member of the California Immigrant Policy Center, New American Leaders and Alliance San Diego. He earned a Doctor of Philosophy degree in political science from the University of California, Riverside.
There is no compensation for committee members. Wilson and Wong are Democrats.

Jay Caddell to Veterans Home of California Position
Jay S. Caddell, 54, of La Mesa, has been appointed skilled nursing facility administrator at the Veterans Home of California, Yountville. Caddell has been administrator at Mount Miguel Covenant Village since 2007. He was a health care consultant at Manos Banbury Corporation from 2006 to 2007. Caddell was administrator at the Remington Club from 2006 to 2007 and at Paradise Hills Convalescent Center from 1986 to 2006. He is a member of Leading Age California. The position does not require Senate confirmation and the compensation is $137,976. Caddell is a Republican.
Lilia Larin to Dental Board of California
Lilia Larin, 60, of Chula Vista, has been appointed to the Dental Board of California. Larin has been owner at Lilia Larin DDS Inc. in San Diego since 1992. She was owner at Lilia Larin DDS Inc. in San Diego from 1995 to 2007, an associate at Professional Dental Services from 1989 to 1992 and a registered dental assistant at Mission Valley Dental Group from 1984 to 1989. Larin is a member of the California Dental Association, San Diego County Dental Society, Hispanic Dental Association, American Dental Association, San Diego County Dental Association, Academy of General Dentistry, American Association for Women Dentists, American College of Dentistry, MANA de San Diego and Damas Latinas de San Diego. She earned a Doctor of Dental Surgery degree from Universidad Autónoma de Baja California. The position does not require Senate confirmation and the compensation is $100 per diem. Larin is a Democrat.

Sempra Energy’s IEnova Unit to Develop
Marine Liquid Fuels Terminal in Ensenada
Sempra Energy announced that its Mexican subsidiary, Infraestructura Energética Nova, S.A.B. de C.V., plans to develop, build and operate a receipt, storage and send-out liquid fuels marine terminal at the La Jovita Energy Hub in Ensenada, Mexico.
With an expected investment of approximately $130 million, the new Baja Refinados liquid fuels terminal will have an initial storage capacity of 1 million barrels of gasoline and diesel that will increase the fuel supply capacity and reliability in Baja California. The marine terminal is expected to start operations in the second half of 2020.
IEnova also announced it has signed a long-term contract with Chevron Combustibles de México S. de R.L. de C.V for approximately 50 percent of the facility’s storage and send-out capacity to supply Chevron service stations and other commercial and industrial consumers in Baja California. Chevron will have the option to acquire 20-percent equity ownership of the facility after commercial operations begin.
IEnova will be responsible for the development of the liquid fuels terminal project, including obtaining permits, engineering, procurement, construction and financing, as well as maintenance and operations.

Bristol-Myers Squibb and Illumina
Announce Strategic Collaboration
Bristol-Myers Squibb Company and Illumina Inc. announced a collaboration that will utilize Illumina’s next-generation sequencing (NGS) technology to develop and globally commercialize in-vitro diagnostic (IVD) assays in support of Bristol-Myers Squibb’s oncology portfolio. The companies plan to develop a diagnostic version of the Illumina TruSight Oncology 500 assay to measure potentially predictive genomic biomarkers, including Tumor Mutation Burden (TMB). Illumina’s TruSight Oncology 500 assay is being developed to detect most of the known biomarkers for oncology therapeutics.
“Through our deep understanding of cancer biology and emerging research, we recognize the importance for physicians to know each patient’s biomarker status to help fight their cancer in a more personalized way,” said Saurabh Saha, M.D., of Bristol-Myers Squibb. “We are excited to partner with Illumina to pursue development of diagnostics that can help predict which patients will have the potential to benefit most from our immunotherapies.”

of Realtors to Offer Mediation Training
The North San Diego County Association of Realtors will offer mediation training for Realtors, brokers and office managers from 9 a.m. to 4 p.m. on Wednesday, April 25, at the NSDCAR Vista Service Center, 906 Sycamore Ave., Vista. All real estate professionals throughout San Diego County are invited to attend. Cost is $30 for NSDCAR members and $65 for nonmembers.
Topics covered will include how to handle disputes between Realtors, buyers and sellers and strategies for dealing with difficult clients, as well as how to break down conflict issues and stay calm during stressful times.
The instructor will be Carolyn D’Agosta, a mediation trainer for the past 25 years. A real estate office owner and broker since 1975, D’Agosta has served as a California Association of Realtors board member since 1974, and on numerous National Association of Realtors committees since 1985. Father Joe’s Villages to Honor Local Leaders
and 2 Schools for Work on Behalf of the Homeless
Father Joe’s Villages will honor community leaders and two schools who have done work on behalf of the homeless on May 5 at its 2018 Children’s Charity Gala: Up, Up and Away, at the U.S. Grant Hotel in Downtown San Diego. The event will raise funds for Father Joe’s Villages’ therapeutic child care center and other services for children and families.
The Father Joe’s Villages Award will go to Qualcomm co-founder Franklin Antonio, whose generosity made the Franklin Antonio Public Lunch Program possible. The program operates every day of the year, ensuring that all community members have access to a nutritious meal daily.
The Bishop Maher Award will go to Cathedral Catholic High School and St. Augustine High School. Cathedral Catholic students have volunteered serving meals at Father Joe’s Villages at least monthly for more than seven years, bringing more than 20 students each time. St. Augustine High School students first volunteered 18 years ago and have been serving lunch monthly ever since.
The Founder’s Award will go to the Mulvaney Family. Jim Mulvaney Sr. worked alongside Father Joe as the first chairman of the board of Father Joe’s Villages. He was a treasured leader and public servant who passed on the commitment to helping those in need to his children. Jim Jr. joined the board and served alongside his father and he and other members of the Mulvaney family carry on the family legacy of support for neighbors in need today.

Second Matson Containership Begins
Construction at General Dynamics NASSCO
General Dynamics NASSCO started construction on the second ship in a two-ship series of Kanaloa-class containerships for Matson Navigation Company Inc. Construction of Matsonia began with a ceremonial first cut of steel at NASSCO’s San Diego shipyard where the first ship in the series, Lurline, is 15 percent complete. Both ships will transport containers, automobiles and rolling stock between the West Coast of the United States and Hawaii.
The ship design incorporates liquefied natural gas-capable main and auxiliary engines, which are compliant with Tier III emission requirements. Future installation of an LNG fuel gas system can be accommodated on the 870-foot-long, 3,500 TEU platform combination container and roll-on/roll-off (“Con-Ro”) vessels.
Construction of the first ship for Matson, Lurline, is scheduled to be complete in the fourth quarter of 2019. Matsonia is scheduled for delivery in the second quarter of 2020.

Rancho Bernardo High School Robotics Team
Qualifies for World Championship Competition
The Rancho Bernardo High School robotics team, known as Σ-Motion, won first place at the NASA Aerospace Valley regional robotics competition on April 7, an unexpected upset since the team placed fifth in the San Diego regional semifinals and struggled in prior years.
The win at regionals qualified the robotics team for the FRC Robotics World Championships on April 18 in Houston, Texas.
A GoFundMe page (https://www.gofundme.com/team2658) has been set up and the students are counting on help from the community to raise the funds needed to ship their robot and all parts, travel to Texas and see how far they can go representing Rancho Bernardo, San Diego and the value of STEM education.
