Housing complex planned by developers and The Hampstead Companies.

3 San Diego developers to bring

transit-oriented housing

development to Normal Heights

Three San Diego-based developers are combining their expertise and support from the Normal Heights community to develop housing at the new Bridgedeck residential development project just steps from the transit center at the Interstate-15 freeway and El Cajon Boulevard.

Native San Diegans’ David Iwashita and John O’Connor, co-founders of the development firm Naturally Affordable Housing, are partnering with The Hampstead Companies, a San Diego-based affordable housing real estate development and architectural firm, to develop the nearly 20,000-square-foot piece of land, which they purchased from the city of San Diego for $2.2 million in early July. The land is located on adjacent parcels at 3960 El Cajon Blvd. and 4302 40th St.

The Hampstead Companies will be leveraging its affordable housing experience in markets around the U.S. to develop a final plan for the site with Naturally Affordable Housing. The development will not only provide residents access to nearby transit options, but also provide education opportunities at newly renovated schools, including nearby Hoover High School, Wilson Middle School and 37ECB community school, which is another of Iwashita’s development projects.

“This project is a shining example of how great partnerships can yield impactful results that help strengthen and improve communities,” said Iwashita. “We are just as excited about our new partnership with The Hampstead Companies as we are about community development. We are truly looking forward to executing this vision.”

O’Connor and Iwashita have spent years either redeveloping or advocating for projects and improvements along El Cajon Boulevard and have built a reputation for beautifying and leading the revitalization efforts in the Mid-City neighborhoods.

The Hampstead Companies, whose projects span throughout California to the Eastern Seaboard, were drawn by the opportunity to partner on a project in the company’s hometown.

“While Hampstead has developed and preserved affordable housing for nearly 25 years in markets across the United States, this particular project struck a chord with us,” said Jeff Jallo, principal of The Hampstead Companies. “To be able to leverage our development experience, while expanding our impact on affordable housing in the region we call home, truly makes this a passion project for our entire team.”

Fish & Richardson moves

San Diego office to One Paseo

Fish & Richardsonis moving to One Paseo. The global IP law firm’s Southern California office signed a 10-year lease to occupy the entire top fourth floor and one-half of the third floor –32,300 square feet – in a new mid-rise, Class A office building at 12860 El Camino Real, Suite 400 in San Diego.

San Diego-based Pacific Building Groupwas the general contractor on the project, which features first-of-its-kind source code rooms, ample meeting space and more. The new office focuses on open, light space with a modern design.

The innovative source code rooms are three 9×10-foot, glass-walled rooms specifically designed as observation rooms to allow source code reviewers a monitored place to review code. Fish had a hands-on role in design aspects of the rooms using DIRTT technology, a digital construction process that allows end-users to design a space to their specific needs. Source code review is a critical part of discovery in intellectual property litigation involving computer technology, and having a dedicated space allows for greater efficiencies in client work.

In addition, several of the nine conference rooms in the new office include Casper Cloaking Film, technology specifically designed to ensure confidentiality while displaying critical information on projection screens.

Qualcomm stock jumps on multi-year

licensing deal with Huawei

Following the Wednesday announcement of its third quarter earnings and detailing a multi-year agreement with Huawei, Qualcomm stock jumped more than 12 percent at its height. The San Diego-based company turned in revenue above the midpoint of prior guidance and showed an 8 percent increase in earnings per share to $0.86.

Qualcomm reported $4.9 billion in Q3 revenues with the QCT business up 7 percent year-over-year to $3.8 billion and QTL revenues down nearly 20 percent compared to this time last year to $1 billion.

CEO Steve Mollenkopf also said on a call for investors that it has reached a long-term global patent licensing deal with Huawei, an outstanding issue the settlement of which will add $1.8 billion in Q4 income from royalty payments. “We are pleased to have successfully reached resolution with Huawei. With the signing of the Huawei agreement, we are now entering a period in which we have multi-year agreements with every major handset OEM.”

Port of San Diego establishes Foreign Trade

Zone at Tenth Avenue Marine Terminal

The Port of San Diego has recently been approved by U.S. Customs and Border Protection and the city of San Diego to activate a Foreign Trade Zone (FTZ) at the Tenth Avenue Marine Terminal. As an FTZ, the terminal is a secured, designated location where foreign and domestic merchandise is generally considered to be in international commerce and outside of United States customs territory.
As an FTZ, the Port offers numerous benefits to businesses including duty reduction and deferral, logistical benefits, and cost savings. Shippers and businesses will have a secure area with reduced or eliminated duties on imported and exported cargo in the form of duty deferral, which allows for cash flow savings until cargo is imported and exported to and from the United States.

Companies will receive reductions in merchandise processing fees due to single customs “entry” per week (pay one fee) rather than making multiple entries throughout the week. In addition, original equipment manufacturers will have the option to assemble various components of a project, creating United States products, and can obtain an additional cost savings as a duty drawback.
Currently, the San Diego region has 19 FTZ sites with most of them operating out of warehouses. The Port of San Diego is the only cargo terminal location in San Diego County that offers a waterborne component with access to ships. The 96-acre Tenth Avenue Marine Terminal offers a competitive advantage and is particularly popular for project cargo, wind power, and breakbulk commodities.

Salton Sea restoration language included in

Water Resources Development Act proposal

Language submitted by Reps. Juan Vargas (CA-51) and Raul Ruiz (CA-36) has been included in the Water Resources Development Act for Salton Sea restoration efforts. The legislation will help carry out water resource development projects and a study for the construction of a perimeter lake to restore the Salton Sea

The Salton Sea is one of the few remaining large-scale wetland habitats in California for migratory birds and fish. It is currently faced with eroding water quality and diminished water supply. As a result, fish and bird deaths expose sediments releasing wind-blown contaminants that pose human health risks.

The Water Resources Development Act will provide authority for the U.S. Army Corps of Engineers to carry out development projects and studies. Once enacted, the act will also provide policy direction for the implementation of the U.S. Army Corps of Engineers’ civil works.

“I will continue working on legislation needed to facilitate water resource development projects in my district,” said Rep. Vargas. “Improving the Salton Sea is of utmost importance to the region’s environmental conservation, economic development, and public health.”
