Nation’s first zero net energy archive
facility completed in Santee
San Diego County has the nation’s first zero net energy archive facility. At the East County Office and Archives office in Santee, the public can access services ranging from property records and tax collection to historical records and civil wedding ceremonies. Staff can enjoy outdoor break space and open office areas that provide natural light as well as views of the surrounding landscape.
The single-story, 25,000-square-foot building meets LEED Gold certification standards and aligns with the county’s long-term energy goals.
It was built by C.W. Driver Companies with architecture by The Miller Hull Partnership.
Located at 10144 Mission Gorge Road, the facility houses nearly 60 county employees from several governmental and administrative departments.
The new building is designed to be welcoming to the public, highly functional and supportive of a productive work environment for staff.
“As the nation’s first zero net energy archive facility, Santee’s East County Office and Archives office underscores the county of San Diego’s commitment to seeking out cutting-edge practices to meet long-term energy efficiency goals,” said C.W. Driver Companies project executive Andy Feth.
“Our expertise in zero net energy construction combined with Miller Hull’s experience creating environmentally responsible designs enables us to apply a 360-degree approach to this project. The outcome is a sustainable building that enhances both the community and environment.”
The facility utilizes a 252-kWh per year photovoltaic system to provide enough energy for the entire building, with a five percent buffer for future growth.
It also features a combination of passive systems, such as strategic building orientation and natural ventilation, as well as high-efficiency envelope and mechanical systems, lighting power reductions, plug-load reductions and operational changes that will reduce energy consumption by the end-user. In addition, the facility uses bioswales – a vegetated storm water management system – to reduce runoff and improve water quality.

County unveils online census
kiosk at county libraries
County officials unveiled new census laptop stations that will let the public fill out online census forms at all county of San Diego libraries.
The census laptop stations will give people who may not have access to computers at home the ability to fill out the U.S. Census Bureau’s 2020 census questionnaire online. They will be placed at all 33 county library branches and in its two bookmobiles.
The 2020 census is the first that the U.S. Census Bureau is encouraging most people to answer online, although people will still be able to answer them by telephone or mail.
Board of Supervisors Chairman Greg Cox said it’s extremely important for people to take part in the census, which is conducted every 10 years, because the federal government uses census data to distribute federal funds to local communities.
“Because of that,” Cox said, “we are all here to urge everyone to participate in the census so that San Diego gets its share of federal funding to address issues like public transportation, services for children and funding to address homelessness.”

Advancing San Diego will pay for
interns at 100 local companies
Thanks to a grant from JP Morgan Chase, Advancing San Diego will provide up to 100 local small companies and startups with paid STEM interns. The first cohort of software engineering interns will begin in Summer 2020. Interns will be sourced from employer-vetted Preferred Providers.

SD Workforce Partnership awarded
$541,000 grant for education debt program
The San Diego Workforce Partnership received a $541,496 grant from The Rockefeller Foundation to develop an income-based payment structure for people who are low-income and currently experiencing education debt. The award builds on the Workforce Income Share Agreement Fund, which launched in May 2019 and sets up current students with a manageable tuition payment plan based on their income level.

Lockheed Martin will perform $55 million worth of work in San Diego on a critical electronics system for the F-35 Lightning II fighter aircraft. Under the deal, the Pentagon plans to establish organic level repair capabilities for the F-35’s Communications, Navigation and Information system.
