Gov. Brown appoints 3 women attorneys

to San Diego Superior Court bench

Three women attorneys in San Diego, including a 2010 winner of SD METRO’s 40 Under 40 Awards, have been appointed San Diego County Superior Court judges by Gov. Jerry Brown.

Wendy M. Behan, 46, the 40 Under 40 Award winner from 2010, will fill the vacancy created by the retirement of Judge Joan M. Lewis. She has been a partner at Casey, Gerry, Schenk, Francavilla, Blatt and Penfield LLP since 2010, where she was an associate from 1999 to 2010.

Behan earned a Juris Doctor degree from the California Western School of Law and a Bachelor of Arts degree from the University of California, Santa Barbara. She was president of California Women Lawyers from 2014 to 2015 and of the Lawyers Club of San Diego from 2010 to 2011. 

A Democrat, Behan will be seated on the bench on Dec. 28.

The other two judicial appointees are Laura H. Miller, 50, and Rohanee Zapanta, 42.

Laura Miller fills the vacancy created by the conversion of a court commissioner position on June 21, 2018. She has been a sole practitioner since 2005. From 2003 to 2005, Miller was a partner at Olins, Hayes and Miller, and an associate at Olins, Foerster and Hayes from 1994 to 2003. Miller served as a law clerk for the Honorable Harry L. Powazek at the San Diego County Superior Court in 1993. She earned a Juris Doctor degree from Western State University, College of Law and a Bachelor of Science degree from California State University, Chico. Miller is a certified family law specialist and a fellow of the American Academy of Matrimonial Lawyers. Miller is registered without party preference.

Rohanee Zapanta, 42, has served as a deputy public defender at the San Diego County Public Defender’s Office since 2005. She was an associate at the Law Offices of Bay Bulaon in 2005 and at the Price Law Group from 2003 to 2004. Zapanta was a law clerk at the Law Offices of Robert L. Swain and at the San Diego County Public Defender’s Office in 2002. She earned a Juris Doctor degree from the University of San Diego School of Law and a Bachelor of Arts degree from the University of San Diego. A Democrat, Zapanta fills the vacancy created by the retirement of Judge Judith F. Hayes. 

The compensation for each of these positions is $207,424 a year.

New U.S., Mexico, Canada trade

agreement focus of Dec. 18 forum

The San Diego Regional Chamber of Commerce will host a Dec. 18 forum focused on the new trade agreement between the U.S., Mexico, and Canada. The forum will provide an overview of the revised agreement, next steps in the ratification process, and insight from private and public sector stakeholders about the possible impacts on the San Diego binational region. Panelists include Mayor Kevin Faulconer, Congressman Scott Peters and Deputy U.S. Trade Representative C.J. Mahoney.

The forum will be held from 10 to 11:30 a.m. at The Alexandria at Torrey Pines (Chronicle Room), 10996 Torreyana Road, San Diego 92121.

A revised trilateral agreement was reached on September 30th which will govern more than $1.3 trillion worth of trade between the U.S., Mexico, and Canada. If approved, the United States-Mexico-Canada Agreement (USMCA) would replace the North American Free Trade Agreement or NAFTA. While the two documents are largely similar, USMCA updates various chapters in NAFTA and includes additional chapters which were included in the Trans-Pacific Partnership or TPP.

This forum will provide an overview of the revised agreement, next steps in the ratification process and hear from private and public sector stakeholders as to the possible impacts on our binational region.

San Diego Women in Tourism and Hospitality (W.I.T.H.) announced the launching of its new website: www.sdwithit.com.

W.I.T.H. is a program led by Clara Carter, founder and CEO of the Multi-Cultural Convention Services Network. The program focuses on issues relating to women in the workplace at all stages of their careers and the changing landscape of Hospitality and Tourism in San Diego.

The annual W.I.T.H. awards, the flagship event of the W.I.T.H. program, presents and honors influential women in the tourism and hospitality industry.

Each year since the first W.I.T.H. event in 2016, the sold out Awards Luncheon has been a highlight of Women’s History Month in San Diego. W.I.T.H. awards have been presented to a total of 18 women. In 2018 the inaugural Carol Wallace Lifetime Achievement Award was granted to Fae Desmond, executive director of Comic-Con International.

“We are excited that the launch of this amazing website and the opening of nominations for recipients of the 2019 W.I.T.H. Awards are happening together,” said Carter. Nominations are open in five industry categories: Meeting and Convention Management, Destination Management Company, Digital Marketing, Events and Attractions, and Hoteliers and Suppliers. Nomination applications and award criteria are available on the

new website, www.sdwithit.com/nominations. Nominations will close Jan. 18, 2019. Winners will be notified and announced on Jan. 28, 2019.

Old Globe receives $1.9 million

grant from James Irvine Foundation

The Old Globe has been granted a second three-year cycle of support from The James Irvine Foundation’s New California Arts Fund. The grant of $1.9 million represents an increase of $175,000 from the first cycle of support. 

The funding will power the Globe’s nationally recognized arts engagement programs, which engage diverse communities throughout the San Diego region, and will also fund the development of long-term strategies to continue and expand this work. The first three-year grant enabled the Globe to create a vibrant arts engagement department that has brought engagement to the core of the institution.

Borrego Springs celebrates new 

library, park and Sheriff’s office

The new County Library, park and Sheriff’s office are open for business in Borrego Springs. A formal ribbon-cutting ceremony took place on Saturday, kicking off a community celebration with music, artists, animals, and tours of the new library and Sheriff’s office. The two buildings and park all share a 19-acre property.

The library branch is the larger of the two buildings and sits on 2.6 acres. The facility measures three times the size of the previous one and includes 2,215 square feet of community meeting space, a 330-square-foot conference room, separate areas for children and teens, a technology center with a 3D printer, and a Friends of the Library Book Nook and Conversation Café.

The park sits next to the library and features shaded playgrounds, trails, picnic areas, basketball, volleyball and tennis courts, outdoor fitness stations, a 100-seat amphitheater and an off-leash dog park.

The new Sheriff’s office replaces an old facility across the street that used to be a bank. The space is more functional and will help Sheriff’s deputies and the Sheriff’s Senior Volunteer Patrol better serve the communities of Borrego Springs and Ocotillo Wells.

Construction on the $13.9 million project started in October 2017 and was completed Dec. 5.
