Grossmont Healthcare District board
candidates to be elected by zones
The Grossmont Healthcare District (GHD), a public agency that represents more than 500,000 people residing in the district’s 750 square miles in San Diego’s East County, has started a transition to a new system for voters to elect its five-member board of directors.
Since forming in 1952s, GHD has used an at-large election system where board members have been elected by voters of the entire district. To meet the requirements of the California Voting Rights Act of 2001, GHD will now be transitioning to district-based or “zone” elections in which elections are within an area that is a smaller part of the whole district. With district-based election systems, board members are elected only by the voters residing within that specific election district or zone.
GHD will host an initial public hearing starting at 6 p.m., Monday, Dec. 3, at the GHD Conference Center at 9001 Wakarusa St. in La Mesa. At the hearing, details will be available about the transition process. A presentation will be made by representatives from a company that specializes in demographics and mapping. In addition, the public will be invited to provide input regarding the composition of the new districts. Written correspondence also can be sent to Barry Jantz, GHD CEO, at bjantz@grossmonthealthcare.org.

General Atomics’ SkyGuardian Aircraft
secures FAA special worthiness certification
ExecutiveBiz
The Federal Aviation Administration has certified General Atomics to operate in national airspace a remotely piloted aircraft designed for civil flight use.
The company said it obtained Special Airworthiness Certification in experimental category for a second MQ-9B SkyGuardian unit.
David Alexander, president of aircraft systems at General Atomics’ aeronautical systems business, said the permit allows the company to further develop the aircraft for military customers.
GA-ASI developed SkyGuardian over five years through a company-funded project as part of efforts to deploy an unmanned platform in non-segregated airspace and address NATO’s airworthiness type-certification requirements.
MQ-9B performed its debut flight in July from Grand Forks, N.D. to a military air base in Gloucestershire, England.

SANDAG receives $80 million
for Mid-Coast Trolley Extension
The Federal Transit Administration (FTA) announced Wednesday that SANDAG will receive an $80 million supplemental appropriation in Capital Investment Grants (CIG) funds to build the Mid-Coast Trolley project that will allow SANDAG to save on long-term financing costs.
The Mid-Coast Trolley, an 11-mile expansion of the Metropolitan Transit System’s Blue Line, broke ground in 2016. At that time, the FTA guaranteed a $1.04 billion matching grant for the $2.17 billion expansion project, over a 10-year period.
The Mid-Coast Trolley will provide a much-needed transit alternative along its corridor, which stretches from Old Town in the south, to UC San Diego and University City in the north.
The FTA $1.04 billion grant guarantee, was allocated over a 10-year period beginning in FY2016. The second-year federal allocation for the project in 2017 was $50 million (rather than the expected $125 million). The $80 million provided Wednesday fulfills the $125 million federal funding commitment for FY 2017, and also provides an additional $5 million that will allow SANDAG to save on long-term borrowing costs.

C.W. Driver breaks ground on nation’s
first zero net energy archive facility
C.W. Driver Companies has broken ground on the county of San Diego’s new Assessor, Recorder, County Clerk (ARCC) office in Santee. The building will be the nation’s first zero net energy archive facility and will maintain strict temperature and humidity conditions to preserve delicate archive materials properly.
The single-story, 25,000-square-foot structure will be home to the East County Branch Office and Archives.
The ARCC building will unite a variety of county of San Diego functions and support the agency’s growth and expansion of services. The structure will house tax collector and recorder facilities in the north portion, with assessor and staff support services in the south. The county archives will be located within the building’s northeast corner and include highly insulated concrete walls that create a vault-like feel.
To accomplish zero net energy – and generate enough renewable energy to meet its own consumption requirements – the ARCC building and parking lot will support approximately 375 highly efficient photovoltaic cells and incorporate all building systems on electrical power. The ARCC building will also leverage natural daylight and breezes from the surrounding environment to maintain warm and cool temperatures in the building.
Designed by international architect and planning firm The Miller Hull Partnership, the ARCC facility is located at 10144 Mission Gorge Road. It will accommodate approximately 60 county employees, with construction slated for completion in late 2019.
