Developers Announce Plans for
Two Oceanfront Hotels in Oceanside
S.D. Malkin Properties Inc., a developer of retail, hotel and entertainment destinations, and Two Roads Hospitality, an international lifestyle hotel company, announced the development of two oceanfront hotels in Oceanside.
The adjacent hotels will be operated as Joie de Vivre Hotels and Destination Hotels properties, and together will be the largest beachfront development on the San Diego coastline in over 20 years.
Designed by architecture firm Delawie of San Diego, the master-planned, 2.75-acre project is slated to launch in early 2020 after breaking ground in spring 2018.
Located between North Pacific and Myers streets and spanning two city blocks, the Joie de Vivre boutique hotel will occupy the north block of the development while the Destination resort will be located on the south block. Overseen by leading general contractor DPR Construction, the extensive new-build project, situated on over 600 feet of beachfront at the base of the historic Oceanside Pier, will offer ocean views.
Joie de Vivre Boutique Hotel – North Block
Designed by Shopworks, an interior design firm based in Napa, the Joie de Vivre property will feature 160 guest rooms and suites — most with private, ocean-facing balconies. Hotel amenities will include a ground-level signature restaurant, an all-in-one-coffee house, café and market, an 11,000-square-foot indoor-outdoor rooftop pool and bar, expansive fitness center, and over 3,000 square feet of street-front retail. The property will have a lounge with fireplace, an outdoor patio with fire pits, a courtyard, and a public garden. Additionally, the boutique hotel will feature the Graves House, a local icon commonly known as the “Top Gun” house due to its appearance in the popular movie from the 1980s.
Destination Hotels Resort – South Block
Destination Hotels’ Oceanside resort, designed by San Diego-based Bill Bocken Architecture & Interior Design, will have a residential, upscale beach house feel and will feature 226 guest rooms and suites, most with full or partial views of the ocean. The property will also include a signature restaurant, an indoor-outdoor bar lounge, a luxury spa, library, an elevated 9,000-square-foot pool deck, and extensive indoor-outdoor meeting and event space, including a poolside living room and terrace.

San Diego County Jobless Rate
in December Steady at 3.3 Percent
The unemployment rate in San Diego County was 3.3 percent in December, unchanged from November 2017, and below the year-ago estimate of 4.1 percent, the state Employment Development Department reported. This compares with an unadjusted unemployment rate of 4.2 percent for California and 3.9 percent for the nation during the same period.

Sales Opened for First Phase Townhomes
at Tesoro at Vista del Sur in San Diego
Cornerstone Communities and Presidio Residential Capital have opened sales on the first phase at Tesoro at Vista del Sur, a collection of 134 upscale townhomes near the Ocean View Hills area in south San Diego.
The three-story townhomes at Tesoro, ranging in size from 1,410 to 1,702 square feet, feature three bedrooms and 2.5 baths with exteriors influenced by Santa Barbara, Coastal Tuscan and California Craftsman architecture. The townhomes are the only attached homes in the market that offer enclosed private yards.
The neighborhood includes a recreation area, a community pool and spa, a barbecue with seating areas, a playground and walking path.
In a joint venture partnership, Presidio Residential Capital and Cornerstone Communities are also developing The Preserve, 535 units in Carlsbad; Pacific Ridge, 317 units in Oceanside; Calistoga at The Promontory, 64 units in Murrieta;, and Otay Ranch, 225 units in Chula Vista.

McClellan-Palomar Airport Master
Plan Released for Public Comment
The county of San Diego has released a proposed Master Plan Update that will guide future development at McClellan-Palomar Airport along with its draft environmental study for a 45-day public review period scheduled to end March 5. The county has been working to create the new master plan for four years, working with the public, businesses, local cities and the Federal Aviation Administration.
The proposed Master Plan focuses on modernizing McClellan-Palomar to meet current FAA airport standards and improving airport efficiency. The Master Plan process identified and assessed strategies to determine the airport’s future aviation, safety, facility and operational needs, and developed alternatives to meet those needs through the year 2036.
The proposed master plan and the draft program environmental impact report can both be found at PalomarAirportMP.com. Comments can be submitted to PalomarMP@sdcounty.ca.gov.
Two public meetings to update people about the proposed Master Plan and to collect their input are scheduled: Tuesday, Jan. 30, 6 to 8:30 p.m., Holiday Inn Carlsbad, 2725 Palomar Airport Road; and Tuesday, Feb. 13, 6 to 8:30 p.m., Holiday Inn Carlsbad.

Sails Pavilion Renovation Almost
Complete at Convention Center
The San Diego Convention Center’s iconic Sails Pavilion has its sails again.
The bulk of the fabric roof installation was completed over the last few weeks.
The $10.5 million renovation process began in late September, with the 10 original teflon-coated fiberglass fabric roof panels (installed in 1989) coming down. The Pavilion became a fully open-air space for many weeks, but now it is back to a 90,000 square-foot enclosed exhibition area.
Crews are in the final stages of the project. The remaining work includes:
- Fully securing each piece of the roof.
- Completing the HVAC (Heating, Ventilation and Air Condition) duct installation.
- Finishing the fire cannons and smoke detection systems replacement.
- Adding LED Lighting’
As the project comes to a close, over the next several weeks, an official re-opening of the Sails Pavilion is on the horizon. The project is a collaborative effort between several project partners including Birdair, Baker Electric, Kinsman Construction, Siemens, American Scaffold, Smart Safety and Barnhart-Reese.
The renovation is one of several infrastructure improvements under way at the convention center. A loan from the California Infrastructure and Economic Development Bank to finance $25.5 million in capital improvement projects in June 2016 has helped fund many of the projects.

SDG&E Gets Approval for Expanding
Electric Vehicle Charging Stations
San Diego Gas & Electric has received approval from the California Public Utilities Commission for six projects to further expand the electric vehicle charging network. These projects will add charging stations at the Port of San Diego, San Diego International Airport, delivery fleet hubs and shuttle hubs to support electric vehicles, including semi-trucks, forklifts, and other medium/heavy-duty equipment.
Charging stations will also be built at four Park & Ride lots. These projects build upon SDG&E’s Power Your Drive program, which is ramping up to add 3,500 charging stations at multi-family communities and workplaces.

Chelsea Investment Corp. Opens 38
New Affordable Rentals in Oceanside
The city of Oceanside has added 38 new affordable rental homes serving low income families, thanks to the collaborative efforts of Integral Communities and Chelsea Investment Corporation.
Chelsea’s Villa Storia apartment community is the first inclusionary project in Oceanside under the city’s Inclusionary Housing Ordinance, which requires projects of three or more homes to reserve at least 10 percent of the units for low-to moderate-income families, or pay a fee. Integral Communities, developer of the 35.5-acre Mission Lane master planned community, chose to donate the land and subsidize the development so the inclusionary units were built as part of the overall project.
Located at 4250 Corte Sol, at the intersection of Mission Ave. and Academy Road, Villa Storia includes 12 one-bedroom, 20 two-bedroom, and six three-bedroom units ranging from 550 to 1,000 square feet. Two three-story buildings are surrounded by walkways, benches, a barbecue area, and tot lot. Other amenities include a community room, computer lab, and generous onsite parking.
Families that earn 50 to 60 percent of the San Diego County Area Median Income (AMI) qualified to live at Villa Storia, where rents range from $822 per month for a one-bedroom apartment, and $894 for a two-bedroom unit. There is currently a lengthy waiting list for the project.
A total of 380 homes will be built at Mission Lane, located on formerly vacant property adjacent to the historic Mission San Luis Rey off Mission Avenue.

Joanna Fuller Named New Principal
at Fish & Richardson in San Diego
Fish & Richardson has named Joanna Fuller as a principal in the firm’s Litigation Group in its Southern California office, located in San Diego. Overall, 21 attorneys were elevated to principal across the firm’s 12 offices.
Fuller represents pharmaceutical and high-tech clients in patent litigation nationwide in cases encompassing a wide range of technology.
She received her J.D., magna cum laude, Order of the Coif, from the University of San Diego School of Law in 2009 and her B.S., with high honors, Phi Beta Kappa, in chemical engineering from the University of California, Berkeley in 1996.

Jenny Rose Gonzalez Promoted at

Jenny Rose Gonzalez has been elevated to general sales manager of Broadcast Company of The Americas. She had been the local sales manager since joining the company in 2014.

Miriam Torres Joins CDC Small Business Finance
Miriam Torres, a 13-year veteran of banking and financial services, has joined the nonprofit CDC Small Business Finance as a commercial loan officer to provide SBA financing and other capital to small businesses in San Diego and Imperial counties.
Torres will focus on providing small business entrepreneurs a variety of financing options, including SBA Community Advantage loans (up to $250,000) and SBA Microloans (up to $50,000). She will also provide access to CDC’s proprietary FastFund (up to $100,000) and Small Business Finance Fund (up to $500,000).
Prior to joining CDC, Torres worked at JPMorgan Chase, where she provided lending services to businesses with revenues ranging from $3 million to $20 million.

Julie Robson, Sarah Condon and
Eric Gradyan Join Pacific Building Group
Pacific Building Group has hired Julie Robson as director of business development and Sarah Cordon and Eric Gradyan as project managers — new employees with 50 years of combined experience in the field.
Julie Robson will oversee client and community relations, business acquisition and assemble teams for projects. She started in the real estate industry more than 20 years ago as an escrow officer and later moved into residential real estate, then most recently served as director of business development for construction management firm KCM Group.
Robson will serve as 2018 president of the Southern California Trades Association, an assemblage of experienced building industry professionals. She also will co-chair the Urban Land Institute (ULI) Women’s Leadership Initiative, and continue her role on the Commercial Real Estate Women (CREW) marketing committee.
Sarah Cordon’s role with Pacific Building Group will include client relations, managing job sites, working with building owners and subcontractors, and delivering projects on time and on budget. She accepted the new role following 10 years managing hotel renovations, such as the U.S. Grant, Hyatt Regency Long Beach, and Hotel Palomar San Diego, for Lombardi Contracting Corporation.
Eric Gradyan will focus on biomedical and life science projects, a growing sector for Pacific Building Group. Gradyan has worked for some of San Diego’s largest general contractors and brings more than 25 years of experience to his new position. Outside of the office, Gradyan serves as a mentor at Clairemont High School. This follows his time as a mentor in the ACE (Architecture, Construction, Engineering) Mentor Program.
