Civic San Diego Board Approves
Design for 499 West Ash Project
Plans include 2 hotels, 2 apartment buildings, retail and office space
The Civic San Diego Board of Directors on Wednesday approved the design for the 499 West Ash project, a full-block development containing two hotel buildings, two apartment buildings, and accessory retail and office space in Downtown’s Columbia neighborhood.
The project is bounded by West Ash, West A, State, and Columbia streets.
The project developer is Bomel San Diego Equities LLC.
Designed by Tucker Sadler Architects, the project contains 318 dwelling units, including 26 units reserved for low-income tenants, and 524 hotel rooms. The four buildings range in height from 15 to 24 stories, including roof-top open spaces, and is required to be designed to LEED Gold standards.
Construction is expected to be phased over several years with the first hotel tower to be completed in 2019. It is estimated the project will generate approximately 830 construction jobs and 538 permanent jobs.

Pala Casino & Resort Announces Plans
for $170M Expansion and Renovation
Officials of Pala Casino Spa & Resort announced plans for an expansion and complete renovation of its property — a $170 million project that will begin in October and finish in May 2019.
The renovation and expansion will include the addition of a new 349-room hotel tower; the conversion of the existing resort pool into a multi-pool and entertainment resort complex; the construction of an inventory of unique hotel suites that will overlook the Starlight Theater event lawn and the new pool and entertainment complex; expanded gaming and casino bar space; a parking garage expansion; a remodeled restaurant promenade; a refresh of the entire casino interior; a refresh of the entire existing hotel tower.
Once completed, Pala’s hotel will offer 854 deluxe rooms and suites. The hotel suites that will be added will overlook the new multi-pool and entertainment complex and the Starlight Theater, Pala’s custom built outdoor entertainment venue.
The project will increase Pala’s casino from its current 90,000 square feet to over 102,000 square feet of gaming space. The expansion will allow Pala Casino to increase its offering of slot and video machines to 2,500 and its offering of table games to 88.
Pala’s renovation and expansion project will create 400 construction jobs and, once complete, add over 200 new employment opportunities to Pala’s current team of 2,000 employees, said Robert Smith, chairman of the Pala Band of Mission Indians.

Water Authority Moving Forward
with Milestone Pipeline Relining
The San Diego County Water Authority’s Board of Directors approved a milestone project in the agency’s Pipeline Relining Program, authorizing the contract to rehabilitate more than four miles of large-diameter pipeline between Lake Murray and Sweetwater Reservoir.
The $28.6 million project is part of the Water Authority’s multi-decade program to rehabilitate prestressed concrete cylinder pipeline (PCCP) within the Water Authority’s conveyance system with steel liners to extend their service life and ensure continued system reliability. When completed, the Water Authority will have rehabilitated approximately 45 miles of PCCP and passed the halfway point toward achieving the program’s overall goal of relining all 82 miles of this type of pipeline in the Water Authority’s system.

Executive Director Named for
CSU Institute for Palliative Care
Jennifer Moore Ballentine has been named the new executive director of the CSU Institute for Palliative Care, which is based at California State University San Marcos. Ballentine’s appointment begins Sept. 25 as she takes over for founding executive director Helen McNeal, who is retiring in October.
Ballentine found her place in palliative and hospice care after founding and building a successful business in academic book production and publishing. She has served as the president of The Iris Project since 2014, delivering consulting services to national clients. Her work has focused on initiatives to improve palliative care through education, policy development, practice and systems change.
Previously, Ballentine served as executive director of Life Quality Institute in Denver where she transformed a small nonprofit focused on educating local medical students and community groups into a well-regarded regional palliative care learning institute.
She has also worked as a research program strategist for The Denver Hospice-University of ColoradoSchool of Medicine and director of programs for the Colorado Center for Hospice and Palliative Care.

USD President to Chair
National Education Board
The Council for Advancement and Support of Education (CASE) Board of Trustees has appointed University of San Diego President James T. Harris board chair for the 2017-19 term. Originally appointed to the CASE board in 2015 as chair-elect, Harris will now lead the 30-member board which serves as the organization’s primary governing body setting policy, establishing and monitoring CASE’s annual budget, overseeing the organization’s assets, and ensuring sound management of the international association.
CASE is one of the world’s largest nonprofit educational associations, with a membership of more than 3,670 colleges and universities, primary and secondary independent and international schools and nonprofit organizations in more than 80 countries.

Cubic Global Upgrades Royal
Australian Air Force Hawk Fleet
Cubic Global Defense, a business unit of Cubic Corporation, said it has supplied more than 60 P5 Combat Training Systems with Air Combat Maneuvering Instrumentation pods for the upgrade of the Royal Australian Air Force’s Hawk 127 fleet. Cubic’s system offers enhanced air combat training capabilities, including live monitor functionalities and debriefing stations for the Hawk 127 Lead-In Fighter.
Key components of the system include GPS-enabled, aircraft-mounted airborne instrumentation “pods” plus ground stations, which help aircrew conduct, monitor and manage air combat training and post-flight debriefing.

Rosalie Kramm Reappointed to California Court Reporters Board
Rosalie Kramm, 57, of San Diego, has been reappointed to the California Court Reporters Board by Gov. Jerry Brown. She has served since 2013. Kramm has been principal and court reporter at Kramm Court Reporting Inc. since 1985. She is a member of the San Diego Volunteer Lawyer Program Executive Committee and the Goals for Life Board. The position requires Senate confirmation and the compensation is $100 per diem. Kramm is a Democrat.
