Environmental Cleanup Specialist Named
National Small Business Contractor of the Year
Mike Bilodeau, owner and CEO of IO Environmental and Infrastructure Inc., an environmental cleanup and remediation company, has been named the national Small Business Contractor of the Year by the U.S. Small Business Administration.
Bilodeau, a service-disabled veteran with more than 18 years of experience in the industry, is headquartered on Adams Avenue in San Diego. The company also maintains an office in Seattle.
Bilodeau established IO Environmental and Infrastructure in 2006. This was after spending several years in government. After completing service in the U.S. Coast Guard, he joined the U.S. Army Corps of Engineers in the Seattle area working for five years as an environmental project manager, working on environmental remediation.
Later he transferred to the Corps of Engineers in Europe for a five-year tour with duties ranging from drafting the German Final Governing Standards, to being deployed in Kosovo during the war there and chairing source-selection boards for both environmental and construction contracts totaling over $200 million.
He finished his government career as a remedial project engineer for the Naval Facilities Engineering Command Southwest.
This is the second time Bilodeau has been honored by the SBA. In 2014 he was the recipient of the Veteran-Owned Small Business of the Year award from the U.S. Small Business Administration San Diego District office.

Vista Church Property Sells for $2.5 Million
Warmington Land Associates II LP of Costa Mesa has purchased a church in Vista for $2.5 million with plans to build homes on the property.
The church, located on a 3.14-acre site at 1630 South Melrose Drive, is the First Church of Christ Scientist Carlsbad.
Lee & Associates, and a broker from Duhs Commercial, represented the church in the transaction.

San Diego Agency Picked to Administer
New York State Drive Clean Program
The Center for Sustainable Energy in San Diego has been selected by the New York State Energy Research and Development Authority to administer the Charge NY Drive Clean Rebate initiative, which is aimed at increasing the adoption of electric vehicles by consumers and fleet managers in the state.
Gov. Andrew M. Cuomo officially launched the program on March 21, providing rebates that will help address the state’s greenhouse gas reduction goals through greater use of zero-emission vehicles. The initiative provides $55 million for rebates up to $2,000 for purchase of a new plug-in hybrid electric car, all-electric car or hydrogen fuel cell car. An additional $15 million will support improving consumer awareness of electric vehicles (EVs) and their many benefits, installing more charging stations and other efforts to put more clean vehicles on New York’s roadways.
“We are honored to play a role in this important clean transportation effort in New York,” said CSE Executive Director Len Hering. “The EV programs we administer have helped nearly 200,000 drivers transition to clean vehicles in three states, providing improved air quality in local communities, generating savings for consumers and changing the way people envision automobile fueling.”

Matt Kemp’s Poway Home
To Sell at Auction on April 20
Professional baseball player Matt Kemp is selling his 15,844-square-foot Poway estate through Concierge Auctions. Previously listed at $11.5 million, the home will sell Reserve to the highest bidder on April 20 in cooperation with Kofi Nartey and Morgan Trent of Compass, Sports and Entertainment Division.
A contemporary, five-bedroom estate, The Trophy at The Heritage is in the gated community The Heritage. The address is 14105 Biscayne Place.

New Partnership Formed to Improve
Health and Well-Being of Children
The San Diego County Health and Human Services Agency is joining a new partnership with the Clinton Foundation and The San Diego Foundation to improve the health and well-being of children in the county.
The goal of the partnership is to build upon the success of San Diego County’s Live Well San Diego initiative and develop a strategy for preventing children from entering the juvenile justice or foster care systems.
“Live Well San Diego is about cross-sector collaboration and building on the diverse perspectives from our communities to achieve a shared goal or a healthier, safer and more thriving region,” said Nick Macchione, Health and Human Services Agency director. “We are excited about this new partnership that is aimed at strengthening families and addressing critical issues impacting our children today.”
The multi-year partnership will look at disparities in the child welfare and juvenile justice systems, get feedback from community leaders and residents, and find solutions to improve the health and well-being of children and families from San Diego County.

SDG&E Completes Utility
Upgrade of 1,000th Mobile Home
San Diego Gas & Electric has completed the 1,000th utility upgrade of a mobile home park residence as part of a program that replaces aging energy systems.
It is part of the Mobile Home Park Utility Upgrade Program that replaces aging energy systems that relied on one master meter for the entire park with new equipment connected directly to individual homes.
“This program is focused on safety and reliability, but it also provides an improved quality of life,” said Gina Orozco-Mejia, vice president of gas operations for SDG&E. “With the delivery of 100 amps to each mobile home instead of the 50 amps they were receiving, our new customers won’t have to choose between turning on their air conditioner or using their washing machine. This program is another example of SDG&E’s commitment to become the safest, most reliable energy company in America.”
In 2014, the California Public Utilities Commission approved the program for utilities to replace aging energy distribution systems owned and operated by the mobile park owners with new, more reliable gas and electric systems connected directly to individual residences. An additional 2,300 mobile homes are expected to be upgraded by the end of 2017. In all, approximately 10 percent of the 33,000 mobile home spaces in SDG&E’s service area will be converted.
