Funding for Beach Water Quality Monitoring Assured
Gov. Brown has signed a bill by Sen. Christine Kehoe that will provide funding for a program to monitor the water quality at local beaches. Money for the program was eliminated by the state two years ago. Coastal cities and environmental groups were able to secure temporary funding from a variety of sources and the county Board of Supervisors approved temporary stopgap funding for the program in August, but its long-term future remained at risk because of the state fiscal crisis. The bill transfers the responsibility for funding the program from the state Department of Public Health to the state Water Resources Control Board. It also sets aside up to $1.8 million for the beach monitoring program. The program has been operated since 1999 by the county Department of Environmental Health (DEH). About 85 samples are taken and analyzed from beaches and bays along San Diego’s coastline. DEH issues alerts and advisories to warn the public and the media about water quality. The alerts and advisories provide warnings about elevated bacteria levels, sewage spills or urban runoff.
Silvergate Bank Promotes Brassfield to Executive VP
Karen Brassfield has been promoted to executive vice president and chief banking officer for Silvergate Bank. Luke Schock has joined the bank as senior vice president and chief financial officer. Brassfield oversees the bank’s commercial banking, branch office, marketing and operations activities. She has more than 30 years of banking experience, including working as executive vice president and chief administrative officer of San Diego National Bank. Schock was most recently was senior vice president-financial planning and analysis at Pacific Western Bank. He previously spent five years with Community National Bank as controller.
S. Wayne Rosenbaum and Elizabeth Cason Join Stoel Rives Firm
S. Wayne Rosenbaum and Elizabeth A. Cason have joined the law firm of Stoel Rives LLP, Rosenbaum as partner and Cason as of council. They will practice in the environment, land use and natural resources group. Rosenbaum was previously a partner at Foley & Lardner LLP. Before entering private practice, he served with the Department of the Navy, Office of General Counsel, where he concentrated on transfer of contaminated properties, environmental audits, waste minimization plans, regulation of stormwater discharges at federal facilities and interagency funding of environmental projects. Cason, also formerly at Foley & Lardner, has experience in land use, real estate and environmental litigation. She has assisted in development projects in San Diego, Orange, Riverside and Santa Barbara Counties.
3 Marines, 2 Navy Petty Officers Honored
Three Marines and two Navy petty officers assigned to San Diego area commands will receive the San Diego National Defense Industrial Association’s highest award for technology innovation and engineering during a ceremony at the San Diego Marriott Mission Valley. The award is named after A. Bryan Lasswell, a Marine hero of World War II. Capt. James Regan, assigned to the Marine Corps Tactical Support Systems Activity at Camp Pendleton; Chief Warrant Officers Justin Mosley and Thomas Muschamp, assigned to the Third Marine Aircraft Wing at MCAS Miramar; and Petty Officers Orion Foeller and Joshua Murphy, assigned to USS Dewey, based at Naval Base San Diego, were cited for innovations that improved command and control at their respective operational commands.
Union Bank, KPBS Present Local Heroes Awards
Bill Bodry, founder and president of the Challenge Center, and Pamela Finkel, a professor at San Diego Community College, have been honored as Local Heroes in an awards program sponsored by Union Bank in partnership with KPBS. Bodry founded the Challenge Center after a spinal cord injury left him paraplegic at the age of 27. Since 1987, the Challenge Center has provided clinical rehabilitation and health education by physical therapists to those living with a disease that has significantly impacted their level of function. Finkel has dedicated her career to making sure students with disabilities have the necessary resources to ensure their educational success. For nearly 20 years, she has been a professor at San Diego Community College. Her work includes the Disability Support Programs & Services, a campus resource center that provides academic support, counseling services and reasonable accommodations for students with disabilities, helping them to be independent and achieve their academic and vocational goals.
