Director Selected for Downtown Clean & Safe Program

Ryan Loofbourrow, recently the director of community services for the Downtown Sacramento Partnership for 14 years, has stepped into a new position with the Downtown San Diego Partnership — director of the Clean & Safe Program. The San Diego program was established in 2000 to improve the appearance of Downtown streets and enhance public safety for residents, employees and visitors. “I’m excited to join the San Diego office and look forward to being a member of the San Diego community,” Loofbourrow said. “I love this type of work. This is a chance to work on a much larger scale with a model city.”
Loofbourrow’s accomplishments during his tenure in Sacramento included reducing public intoxication calls by more than 80 percent since 2005, housing 314 homeless individuals since 2005 and establishing a 24-hour graffiti abatement program. He also served on political advocacy committees working on issues such as graffiti abatement and ending chronic homelessness. Loofbourrow graduated from California State University, Sacramento with a bachelor’s degree in communication studies.
Cubic Defense Applications Gets $13 Million Army Order
Cubic Defense Applications has received the first production order for its Tactical Vehicle System (TVS), which is used in combat training scenarios. The $13 million order was issued by the Army’s Program Executive Office for Simulation, Training and Instrumentation. TVS uses laser sensors mounted at strategic spots on vehicles, a control module, and other electronics to provide instant feedback to vehicle crews when laser simulated weapons score “hits” during training. The task order, signed at the end of July, represents the start of full production. It covers kits that Cubic will begin delivering in 2012 for use at multiple U.S. Army installations around the world. Including the task order, Cubic has been awarded almost $18 million thus far under the program contract, which has a potential value of more than $100 million over four option years. “This important contract positions Cubic to expand delivery of the TVS system to the U.S. Army and many international customers over the next several years,” said Bradley H. Feldmann, president of Cubic Defense Applications, which is the defense systems business of Cubic Corp.
Isis Pharmaceuticals’ Research Facility Completed
Isis Pharmaceuticals research facility
DPR Construction has completed construction of Isis Pharmaceuticals’ 176,000-square-foot research facility in the new Carlsbad Oaks North Business Park. The state-of-the-art research facility consolidates the majority of the Carlsbad-based Isis Pharmaceuticals into one building to streamline operations and management. It also increases BioMed’s total leased space with Isis to 204,700 square feet. The build-to-suit project was developed by BioMed Realty Trust Inc. The builder is expecting LEED certification from the U.S. Green Building Council for incorporating sustainable technologies and practices. Designed by the architectural firm, DGA of San Diego, DPR provided construction services on the Isis Pharmaceuticals project.
Governor Appoints 5 to County Fair Board
Five San Diego County residents have been appointed to the 22nd District Agricultural Association’s San Diego County Fair Board by Gov. Brown.
• Lisa Barkett, 52, of La Jolla, has been vice president of Merjan Financial Corp. since 1989. She is a Democrat.
• Tom Chino, 62, of Del Mar, has been president of Chino Nojo Inc. since 1982. He is registered decline-to-state.
• David Lizerbram, 35, of San Diego, has been principal at David Lizerbram & Associates since 2005. Lizerbram was an attorney at McColloch and Campitiello from 2004 to 2005 and was an attorney at the Law Offices of Roslyn Soudry from 2002 to 2004. He is registered decline-to-state.
• Frederick Schenk, 57, of San Diego, who was reappointed to the board, has been a partner at Casey Gerry Schenk Francavilla Blatt and Penfield since 1983. He is a Democrat.
• David Watson, 54, of Chula Vista, has been a partner at Duane Morris since 2010. Watson was a partner at Hecht Solberg Robinson Goldberg and Bagley from 2008 to 2010 and from 2002 to 2006. He was vice president of Yokohl Ranch Company from 2006 to 2008 and he was an attorney at Gray Cary Ware and Freidenrich from 1988 to 2002. Watson is a Democrat.
The positions do not required Senate confirmation and there is no compensation.

Tech America San Diego is accepting nominations for its 18th annual TechAmerica High Tech Awards, which celebrate excellence in the region’s technology industry. The awards honor outstanding companies for their technological or business innovation, product or service, marketplace validation, perseverance in the face of adversity and corporate social responsibility and community involvement. Both TechAmerica members and nonmembers can be nominated for one or more categories before Sept. 6. The categories are: Software; Contract Services (includes contract manufacturing, design and engineering services); Internet/Web Commerce (Internet infrastructure, Web development); Computer and Related Products (processors, specialized computing devices, computer peripherals, storage-related); Communications Products & Services (telecommunications, wireless, broadband, radio, electromagnetic, components, and systems); Defense/IT Service (integration, IT consulting, government contractors); Semiconductors, Industrial & Analytical Instrumentation (test equipment, measurement, suppliers to semiconductors, non-medical instrumentation); Medical Device Technology/Instrumentation (medical equipment, devices, measurement systems); Clean Technology (technologies, services or solutions that enable more efficient use of natural resources and/or greatly reduces environmental impact); Outstanding Emerging Growth (under $5 million in revenue).

The San Diego Foundation Adds Staff
Danielle Valenciano
The San Diego Foundation has named Danielle Valenciano as director of nonprofit partnerships. Valenciano previously managed a health care services program for more than 1,000 patient families at the Muscular Dystrophy Association. Before that, she was a prevention associate and chair of the East County Youth Coalition at the Institute for Public Strategies. She also worked as an ESL teacher at International Rescue Committee.
Hal Orr
The Foundation also named Hal Orr as chief financial and investment officer. Orr has more than 20 years of experience with both publicly and privately held companies and nonprofits, and 12 years of endowment management experience. For the last 12 years, he was the chief financial officer and treasurer at the J. David Gladstone Institutes. Orr’s previous work includes chief financial officer, vice president and treasurer at Dentsply-New Image in Carlsbad, among others.
Scripps Health Names Corporate Vice President
Jim LaBelle
Dr. Jim LaBelle, medical director of emergency and clinical quality at Scripps Memorial Hospital Encinitas, has been named corporate vice president of quality, physician co-management and medical management at Scripps Health. LaBelle will work with physicians to coordinate the management of clinical care, both inpatient and outpatient, and ensure participation of physicians in the design and development of care. LaBelle’s appointment follows a management and leadership restructuring that Scripps underwent in 0ctober 2010. LaBelle previously served as president and CEO of Coastline Emergency Physicians and vice president of Encinitas Hospitalist Associates. He is also a cofounder and past president and CEO of Connect the Docs Multi-Specialty Network Inc.
