Embarcadero Project Goes to Coastal Commission

A crucial stage in the development of the proposed North Embarcadero Visionary Plan will occur on Wednesday when the first phase of the project will go before the California Coastal Commission in Santa Barbara. Approval by the commission would enable work to start on the initial phase by the end of the year. The commission’s staff has recommended approval of the plan, subject to certain conditions. The plan is being promoted by the Port of San Diego, the city and the Centre City Development Corp. (The meeting is at 9 a.m. at the Santa Barbara County Administration Building, 105 E. Anapamu St. in Santa Barbara. The meeting will be streamed live on the Coastal Commission Website: coastal.ca.gov.) According to port officials, the port staff has been working closely with members of Lane Field Developers,  Unite HERE and the Navy Broadway Complex Coalition over the past year to address concerns about additional park areas.

Several groups are backing the project, including the San Diego Maritime Museum, the Downtown Residents Group, Downtown San Diego Partnership, the San Diego Port Tenants Association and the San Diego Convention Center Corp.

Carl DeMaio to Talk Trash

San Diego Councilman Carl DeMaio will hold a town hall meeting on Wednesday to discuss a proposal to end city trash collection services and requiring residents to pay private haulers to pick up their trash. DeMaio is opposing the proposal, saying it would force a cost of living increase on thousands of families. “No one can deny that our city is facing a severe budget crisis, but saving money by cutting trash collection is the wrong avenue to take,” said DeMaio. “Savings would be minimal and will do nothing to close the city’s approximately $56 million budget deficit we face in the upcoming fiscal year.” The town hall meeting will be held at 6:30 p.m. at the Oaks North Community Center at 12578 Oaks North Drive, San Diego. “Protecting city services like trash collection during hard economic times should be a top priority for our city Government,” said DeMaio. Programs for Small Business Owners Postponed

The U.S. Small Business Administration has postponed an April 11 forum planned for San Diego that would provide information about new federal contracting provisions, how to access capital and other subjects of interest to small business owners and entrepreneurs. An SBA spokesman said the postponement is due to a “possible lapse in government funding.” Prospective attendees can continue to make reservations (sba.gov/jobsacttour/sandiego), the spokesman said. The forum was to be held at the Scottish Rite Event Center in Mission Valley.

La Jolla Apartments Sold for $1.5 Million

La Jolla Apartments, a five-unit complex at 6627 La Jolla Blvd., has been sold to a limited liability company for $1.5 million, according to Marcus & Millichap Real Estate Investment Services, the broker representing the buyer.

Sharp Health Plan Names Head of Business Development

Michael Byrd, former vice president of sales strategy at American Specialty Health in San Diego, has been named vice president and chief business development officer for Sharp Health Plan. Byrd also was national sales director for group sales and health plan sales at American Specialty Health. He holds a bachelor’s degree from Revelle College, UCSD, and two master’s degrees from San Diego State University.

Northrop Grumman’s UAV Studies Atmospheric Rivers

San Diego — A Northrop Grumman-produced Global Hawk high altitude unmanned aircraft began a series of flights over the Pacific Ocean on Feb. 11 as part of a campaign to study atmospheric rivers. Known as Winter Storms and PacificAtmospheric Rivers (WISPAR), the research is being done by the National Oceanic and Atmospheric Administration to improve winter storm forecasts. The WISPAR project’s purpose is to collect data on how atmospheric rivers form and behave. Atmospheric rivers are narrow regions in the Earth’s atmosphere that transport large amounts of water vapor. These atmospheric rivers could transport enough water vapor on any given day to lead to flooding in California, or contribute to a beneficial increase in the snowpack. The National Oceanic and Atmospheric Administration and the NASA Dryden Flight Research Center have partnered to install payloads on a NASA Global Hawk for the WISPAR campaign. The high-altitude, long-endurance Global Hawk can carry various scientific payloads up to 65,000 feet altitude for 30 hours to remote locations over the ocean.

“Using a Global Hawk for scientific studies is a great testament to the versatility of the platform,” said Richard Laboda, the Northrop Grumman Aerospace Systems NASA Global Hawk program manager. “To date, we have been able to successfully integrate varying types of scientific instruments onto the Global Hawk to support numerous missions and look forward to various ways the HALE unmanned aircraft systems will be used in supporting future scientific studies.
