Construction Timetable for Homeless Center
Construction of a one-stop-shop for the homeless at the World Trade Center building Downtown could begin as early as November 2011 with completion by December 2012, according to Connections Housing Downtown, the group proposing to develop the center at the Sixth Avenue site. The San Diego City Council voted last week to enter into exclusive talks with Connections Housing on the proposal. The proposed facility would provide temporary and permanent housing for up to 225 people.
“The goal of the program is to move homeless people from the streets to permanent housing,” said James Silverwood, president of Affirmed Housing Group, the project’s master developer. “The plan has five main components, including: individual assessments to help each person get off the street, a service center to assess the root cause of homelessness, a medical clinic, transitional housing, and permanent housing.”
The proposed development team, Connections Housing Downtown, will be managed by three organizations, includingAffirmed Housing Group; PATH (People Assisting the Homeless); and Family Health Centers of San Diego, the nation’s second largest federally-qualified health center system.
Ruocco Park Update Set for Tuesday
An update on plans for Ruocco Park, a 3.3-acre park to be developed near Seaport Village, will be presented Tuesday from 5:30 to 7 p.m. in the board room of the Port of San Diego Administration Building, 3165 Pacific Highway. It is the sixth public meeting about the park. Dennis Otsuji, Ruocco Park’s landscape architect and lead designer, will give an update on the design. He will include information on design elements that have been selected for the park, including plant materials, hardscape, architectural features, lighting and benches. Roman de Salvo, the artist selected to integrate public art into the design, will give an update on the public artwork. The park is to be located on the southwest corner of West Harbor Drive and Pacific Highway at the former Harbor Seafood site. The design will include space for activities, events and gatherings, as well as seating, tables and quiet areas. The Port received a $3.5 million grant from the San Diego Foundation, the charitable organization that manages the Lloyd and Ilse Ruocco Fund. Lloyd was a noted San Diego architect and considered the father of the modern architectural movement here. He and his wife, Ilse, were educational leaders in the city throughout the 1950s, ’60s and ’70s. The final design for the park is anticipated to go before the Board of Port Commissioners in December. Construction is expected to begin in early 2011.
San Onofre Reactor Unit to be Shut Down for Construction
Southern California Edison plans to shut down one of two reactor units at its San Onofre Nuclear Generating Station for a major construction program this fall. The project involves replacing the plant’s largest components – steam generators – and will add 1,000 temporary jobs to the region. The construction program will generate a total of $300 million in local spending, including wages, equipment, material, and services purchased from local businesses, according to the utility. “We decided to replace the San Onofre plant’s steam generators when a cost-benefit assessment revealed the plan could save customers approximately $1 billion during the plant’s current license period, which runs through 2022, when power generated by the plant was compared to the likely cost of replacement power,” said SCE Chairman and CEO Alan Fohrer. Each new steam generator is 65 feet tall, 22 feet in diameter and weighs 640 tons. The components produce steam that drives the plant’s huge turbines, generating enough total electricity to serve 1.4 million average homes. The Unit 3 construction outage will last three to four months and will include steam generator replacement, refueling and maintenance. Unit 2 is expected to continue normal operations during construction work on Unit 3.
Commercial Building Sales
• O’Reilly Automotive Inc. has purchased a 9,300-square-foot retail building at 3105 El Cajon Blvd. in San Diego for $2 million. The seller was Glendale Broadway Associates.
• J&B Premier Holdings, dba Popeye’s, has purchased a 2,657-square-foot fast food restaurant at 9045 Mira Mesa Blvd. in San Diego for $1.5 million. The seller was Mira Mesa Shopping Center LLC.
• C3 Center LLC, dba Christian Credit Counselors, has purchased an 11,080-square-foot industrial building at 2716 Gateway Road in Carlsbad for $1.5 million. The seller was LJR LLC.
David Taylor Reappointed to Landscape Architecture Committee
David Allan Taylor Jr., associate with McCullough Landscape Architecture Inc., has been reappointed to the Landscape Architect Technical Committee, which assists the Board of Architectural Examiners in its examination of candidates for landscape architect’s licenses. Taylor was reappointed by Senate Pro Tem Darrell Steinberg, chair of the state Senate Rules Committee. Taylor, who also holds a bachelor’s degree in landscape architecture from California Polytechnic University, San Luis Obispo and is a licensed landscape architect in the state. He joined McCullough Landscape Architecture earlier this year. He is currently working on Fushun Dreamworld, a 200-acre amusement park in China, along with other hospitality, retail and mixed-use properties. Taylor has over 15 years experience working in the San Diego region in the built environment.
Shawn Guffey Receives Post at Cavignac & Associates
Shawn Guffey has been appointed director of loss control and claims for Cavignac & Associates, a San Diego-based risk management and insurance brokerage. Guffey, who has 15 years of experience in risk management, is charged with designing, coordinating and delivering loss control and claims management services on behalf of the firm’s clients. Guffey previously was division safety manager for TruGreen LandCare, a subsidiary of ServiceMaster Co. He also served as the director of safety, security and transportation for Alvarado Hospital and before that he provided independent risk management consulting services to a variety of companies in the pesticide control, microelectronics and metal forging industries. Guffey holds a master’s degree from the University of Phoenix, San Diego, and a bachelor’s degree from Park University in Parkville, Mo.
