Civic Groups Launch Effort to Revive North Embarcadero Visionary Plan

The San Diego/Tijuana District Council of the Urban Land Institute and several civic organizations have stepped in to help the Port of San Diego revise the first phase of the North Embarcadero Visionary Plan for resubmission to the California Coastal Commission later this year. The project was rejected by the Coastal Commission in April.

To start the process, the Urban Land Institute has agreed to lead a series of three public meetings June 12 and 26 and July 17. Plan supporters intend to give an interim report on a proposed amended plan to the Board of Port Commissioners at its July 6 meeting. At that time, the board may consider issuing an amended plan for submission to the Coastal Commission.

The civic organizations supporting an amended plan include the San Diego chapter of the American Institute of architects, The Design Coalition, the Downtown San Diego Partnership and the Downtown Residents Association.

The three public meetings will be held at the Embarcadero Conference Center, 585 Harbor Lane, adjacent to Seaport Village. The June 12 meeting will be from 9 a.m. to 4 p.m. for the purpose of getting input on goals and ideas for the waterfront. The June 26 meeting, also from 9 a.m. to 4 p.m., will be to review a set of principles and concept plans developed by a design team. The July 17 meeting, set for 9 a.m. to 1 p.m., is to refine the concept plans.

David Malmuth, an arts and entertainment developer and Urban Land Institute member, said one of the goals of the  meeting process is to find resolution on the elements of the plan that need to be fixed so the plan can move forward in a timely manner. “Many of the waterfront enhancements that are now in jeopardy have broad support,” said Malmuth. “There is conflict over some elements, but looking at the waterfront through a broader lens might offer options not yet considered. We have assembled an exceptionally talented creative team, including Stan Eckstut and Rob Quigley, and asked them to work with the community to envision a San Diego ‘front-porch’ — including The North Embarcadero, the Navy Broadway Complex, Lane Field, The Navy Pier and the G Street Mole —that is beautifully designed, creatively programmed, and alive with the dynamic interweaving of arts and cultural elements.”

Port Commissioner Scott Peters said a better understanding of the plan and broader public support is necessary for the plan to move forward.  “I’m optimistic that we can gain consensus, maintain our funding, and get going on Phase 1 this year,” said Peters.

The North Embarcadero Visionary Plan is a joint project between the Port, the Centre City Development Corp. and the city. The first phase covers the area from the B Street Cruise Ship Terminal to Navy Pier and a portion of West Broadway from Harbor Drive to just past Pacific Highway and the railroad tracks.

Research Facility for Isis Pharmaceuticals Breaks Ground

BioMed Realty Trust Inc. has broken ground on the new 176,000-square- research facility for Isis Pharmaceuticals Inc. in the Carlsbad Oaks North Business Park, which will increase BioMed’s total leased space with Isis to 204,700 square feet. Isis will lease the new building for a 20-year term and consolidate most of its operations in the building. “This state-of-the-art facility will consolidate the majority of our operations into a single facility that will foster our collaborative approach to drug discovery and development,” said Stanley Crooke, chairman and CEO of Isis Pharmaceuticals. “We are pleased to be celebrating this construction milestone with BioMed, our real estate partner since 2005, and civic leaders from the city of Carlsbad, our corporate home.” The research facility was designed by DGA of San Diego and is being constructed by DPR Construction Inc. of San Diego

Workshop Will Focus on Use of Social Media

Workplace Learning and Performance Group, a management consulting and training firm based in San Diego, will hold a June 24 workshop on how to use social media and social networking to enhance the customer experience.  The workshop, sponsored by Worbits.com and tailored to small business, will offer tips and best practices when using social media for customer service in addition to providing advice on how to develop a social media strategy for business. It will be from 9 a.m. to 3 p.m. at 2820 Roosevelt Road, Suite 202, in San Diego 92106. East Village Association Assembles New Board

David Hazan of Hazan Management is the new president of the East Village Association Inc., the group that manages the East Village Business Improvement District. SCS Engineers Promotes Chuck Pryatel to Vice President

Chuck Pryatel has been promoted to vice president of SCS Engineers and will serve as the company’s San Diego regulatory compliance practice manager. Pryatel manages a staff of environmental scientists and geologists responsible for completing environmental site assessments, risk assessments, underground storage tank assessments, assessments for brownfield redevelopment and industrial facility regulatory compliance. He is based in SCS’ San Diego office and previously served as a SCS senior project adviser. Pryatel has more than 29 years of experience in the environmental services industry. He is a graduate of UCSD and San Diego State.

Shiley Gift Establishes Craig Noel Distinguished Professorship

Darlene Marcos Shiley and her husband, Donald, have given $500,000 to the Old Globe/USD Master of Fine Arts in Dramatic Arts program to endow the Craig Noel Distinguished Professorship in Graduate Theater. The gift is in honor of the late Craig Noel, founder of the Old Globe Theatre, who died April 3 at age 94. Darlene Shiley is chair of the USD Board of Trustees. The Shileys established the Old Globe/USD Master of Fine Arts program with a $1 million endowment to fulfill one of Noel’s wishes – to provide actors with superb training, tuition free, which ensures they are taught to speak and understand the lines well, especially the verse of Shakespeare. USD Professor Richard Seer, an award-winning actor and director and chair of the of USD’s Graduate Theatre Department since 1993, has been awarded the inaugural Craig Noel Distinguished Professorship.
